2004 LEGISLATIVE SUCCESSES

Conservative members of the Mississippi House of Representatives, working through the nonpartisan Mississippi Legislative Conservative Coalition, achieved many successes during the 2004 Regular Session of the Mississippi Legislature.  Listed below are a few of the pieces of legislation that that the MLCC either sponsored formally or for which its members helped fight for the enactment of during 2004.  Bills that were part of the MLCC's formal agenda for the 2004 Regular Session are highlighted in green:

HR 51   Appeals to US Congress to enact a Constitutional Amendment prohibiting Judicial Taxation

HC 56   Constitutional Amendment to define marriage

HB 352   Includes death of unborn under the murder statutes

HB 445  Corrected First responder law

HB 473  Pretrial diversion RID program

HB 669  Clarifies who a first offender is in criminal cases and puts DUI under the 85% rule

HB 739  Transfers billing for mental health patients to the county of residence

HB 973   Workforce Development Package Consolidation

HB 989   Firearm Reciprocity Bill (NRA endorsed)

HB 999   Increases income Tax exemption for Military Personnel

HB 1038   Lower time from 16 weeks to 13 weeks for abortion to be legal

HB 1107  Waives the hunting and fishing license for 14 days for active duty military

HB 1194   Provides additional training for municipal police chiefs and police officers

HB 1298   Creates a felony for knowingly exposing someone to a sexually transmitted disease

HB1340   Sex offender requirements for "volunteers"

HB 1423   Freedom to Farm Act

HB 1525   Abortion Complications Reporting Act

HB 1612   Right of Life to infant born as a result of a botched abortion

SB 2078   Prohibits the moving or alteration of certain historical monuments and memorials

SB 2166   Creates an offense for Fleeing a police officer and prescribes punishment. Also requires policies and training in pursuit procedures.

SB 2619   Healthcare Rights of Conscience Act

SB 2853   Allows sale of gas leases in the Gulf of Mexico

SB 3174   WAS Defeated.   The defeat of this bill in the House repeals the Estate Tax ("death tax") in Mississippi

SB 3218   Restores the $20 per day for inmates housed in county jails
